A slate table leaves a room as a frame, a bed in three sections and a set of rails, and every one of those pieces has to travel a staircase somebody built long before anyone was thinking about pool tables. In Boston that is usually a triple-decker: a switchback flight with a half-landing partway up, a turn at the top, and a newel post standing exactly where a slate section wants to go. The bed is the constraint, because it does not bend and it cannot be stood on end in a stairwell that narrow.
Row houses pose the same problem differently. A stoop up from the pavement, a front hall, then a straight flight with no landing at all and no lift in the building. Basement rooms are often the easiest route in the whole house, as long as the bulkhead opens wide enough and the joists overhead leave a crew somewhere to stand.
None of this stops a job. It changes the crew size, the order the pieces travel in, and how long the visit runs, which is exactly why the quote asks about the stairs before it asks about the table.

How a Boston quote is put together
Pricing comes down to the table, the route and the room. Size and slate type for the table. Stoop, flights, turns, half-landings, doorway widths and the walk to the kerb for the route. Where it is going and how flat that floor is for the room.
Kerb space is a cost here, not a detail. A permit-only street with no loading bay means a longer carry, and that is better known in advance than discovered with a lorry double-parked.
Where the stairs rule out the room you had in mind, that conversation belongs at the quote. Nobody enjoys having it with a bed section balanced on a half-landing.
